purpose of youth squad?

is the youth squad for people from the national squad or those who mised the opportunity to join the national/zone squad (like me)?

New Youth Squad. A National Mirror Association youth squad is being established,to support youth sailors who are out of age for the RYA National and zone squads. 5 advanced racing weekend courses will be run through the winter and spring to prepare youth sailors for the 2005 area and national championships.
