Mirror builders

Who decides whether someone can be an official mirror builder? If it is just a decision from the international committee would it be a good idea to get some licensed builders going in places like France, the US, Japan and South America? If this coincided with a revamping of the rules to simplify building this could work really well. If it only took a day to build a boat from 2 moulds, I would say there won't be too much trouble finding plenty of builders willing to take on the job, and it would be in their interests to promote the mirror in these companies. Throw in a few sail makers and you'll hopefully have new class associations springing up all over the place! The first step to WORLD DOMINATION!!

Builders are licenced by ISAF in consultation with the International Mirror Association. There is a programme to encourage and support new Nations.

What are the details of this programme? Would it be a good idea to circulate the new mirror design to all the builders we can find anywhere in the world to raise attention? If we coulg even get one builder in a new country that's a good basis for a new country in the association.
