I have checked the rules with martin and he has pointed out that.
Rule 6.2.1 states.......
The type and material of running rigging and associated fittings are optional.........(please look the rest up)
The new ERS lists different types of running rigging (halyard, backstay....), and one of those types is outhaul (so no question the outhaul is running rigging). So the fittings used on the outhaul are optional.
